State support for domestic fairs in Türkiye
The Turkish Ministry of Trade covers half of the space rental and stand expense, within a ceiling, for exporters' association members exhibiting at domestic fairs on the supported list. Conditions, 2026 ceilings, documents, KOSGEB's separate programme and the most common mistakes.
The domestic support is simpler to calculate than the support abroad: half of the invoice is paid instead of a square-metre multiplier. In return the conditions are stricter: the fair must be listed, the stand may not be smaller than 9 square metres, invoicing and collection must be in Turkish lira. Figures in this section come from the Ministry's ceiling table dated 9 January 2026, the 2026 domestic fair list dated 30 September 2026, the circular and the TİM document list.
For the rules and hall layouts of domestic fairs see venue rules; for fair dates at Tüyap and CNR Expo see the fair calendar.
01
Which fairs are covered
Not every domestic fair is supported. The Ministry draws up a list from the international fairs run by TOBB-licensed organisers, looking at the number of foreign visitors, foreign exhibitors and the stand area allocated to foreign exhibitors (Circular art. 19); the assessment relies on the observer report, a UFI-approved or independently audited fair monitoring report and TOBB fair statistics.
The 2026 list was updated on 30 September 2026 and holds 78 fairs; most large sectoral fairs at Istanbul Expo Center (CNR Expo), Tüyap and Fuarizmir are on it. The note at the top of the list matters: listed fairs are treated as prestigious, but an exhibitor may use the domestic prestigious support for at most 2 fairs a year, and a prestigious claim used abroad is deducted from that number. If prestigious support is not claimed, the ceiling applied is 392,446 TL.
A fair held for the first time can be admitted to support if it proves after the event, through the monitoring and observer reports, that it meets the conditions; the application window is then 3 months from the approval date of the observer report (art. 26/2).

Conditions and the exhibitor's obligations
The beneficiary is a company registered with an exporters' association and of a type listed in article 124 of the Turkish Commercial Code, or a cooperative engaged in commercial activity. The rules a domestic exhibitor must follow (Circular art. 43 and the TİM summary):
- The stand must be at least 9 square metres; a smaller stand is not supported.
- The stand must open on the first day; products may not be packed and staff withdrawn before the fair ends.
- One company per stand; an independent stand may not be shared and more than one exhibitor may not be invoiced for the same stand area.
- Only products registered in the company's name may be promoted; no foreign brand or product may be displayed.
- The exhibitor must be active in a sector related to the fair's subject.
- Participation and stand fees must be set, invoiced and collected in Turkish lira.
The supported stand expenses are listed in article 8 of the Decision: design, construction and build of the stand, plus shelving, hanging rails, lighting, carpet, table and chairs. Graphics and print are assessed within these items; freight, staff and promotion are outside the domestic support.
Let us set up your support file correctly from the start
We issue the quote and invoice with the line breakdown the Ministry of Trade asks for: design, construction, build, lighting and furniture on separate lines. The stand expense statement, hall photographs and handover record go into your file complete.

Documents and application
The application is filed in DYS within 3 months of the end of the fair with the documents in Annex 2; the completion and submission date counts (art. 26). The file is concluded according to the Ministry-approved observer report (art. 27). The TİM document list:
- Signature circular and current Trade Registry Gazette.
- For a producer, the capacity report (the date matters: valid on the fair date or the application date) or an expert report / certificate of activity; for a marketing company, the marketing contract and the producer's documents.
- The space rental invoice and the stand invoice (XML format if an e-invoice).
- A detailed statement of stand expenses: a stamped and signed letter from the stand builder.
- Bank-stamped and signed payment records; for cheque payment, the cheque image and the bank-confirmed clearing record.
- Receipt for the file application fee.
As with the support abroad, missing documents are completed within 2 months, only payments through the banking system are accepted and originals are kept for 10 years. A rejected application does not count toward the yearly limit of 3 fairs; another fair may be claimed in its place within 1 month (art. 48).

KOSGEB: a separate programme
KOSGEB's Enterprise Development Support Programme also contains a domestic fair support; it is a separate programme for SMEs, independent of the Ministry of Trade support. KOSGEB's support elements page shows a 60 percent rate and a 100,000 TL ceiling for the domestic fair support; however, that page was last updated on 5 June 2023 and the programme conditions may have changed. KOSGEB support requires registration in the programme before the fair and an enterprise record in the KOSGEB database.
Whether the same expense can be supported by both institutions depends on the current rules of both programmes; verify with your KOSGEB directorate and your exporters' association before applying. We report figures only with their source and date.

Frequently asked questions
- Is every fair at Tüyap or CNR supported?
No. Only the 78 fairs on the Ministry's 2026 domestic list are supported. The list is updated during the year; open it and find your fair's row before signing.
- What if the invoice is issued in foreign currency?
At a domestic fair, participation and stand fees must be set, invoiced and collected in Turkish lira; a foreign-currency invoice puts your file at risk. Sign with the organiser and the stand builder in lira.
- At which fair should we use the prestigious claim?
You have 2 claims a year and a claim used abroad is deducted. Use them at your two largest participations, where half of space rental plus stand exceeds 392,446 TL; at small stands the standard ceiling is already enough.
- Is there stand support if we take the organiser's shell scheme?
Yes; the stand fee on the organiser's invoice is a stand expense too. If space rental and stand are provided free, the support base is set according to the uncovered cost (art. 24/2).
